We invite you to familiarize yourself with the emission plans of stamps and postcards with a printed postmark sign.
Anyone can be the author of the postage stamp. Each of us can have an impact on what postage stamps will be issued. It should be remembered, however, that the principles of emission policy of postage stamps, in line with the idea of the world postal convention, assume that topics in the emission plan for emission of stamps should be closely related to the cultural identity of our country and cover primarily events with at least nationwide.
Preparation of the annual emission plan for postage stamps is a complicated process, which is why it requires starting work well in advance. Until June 30, each year we accept reports of topics for the emission plan of postage stamps, two years in advance compared to the date of the stamp (in accordance with the Act of 23.11.2012 Postal Law, Journal of Laws item 1529). Each year, several hundred thematic proposals affect the emission plan for postage stamps and all are considered in detail.
Each person is a natural and legal person.
The principles of emission policy of postal stamps, in line with the spirit of the world postal convention, assume that topics in the emission plan of postage stamps should be closely related to the cultural identity of our country and include primarily events with at least nationwide. The proposals submitted may apply to:
- Poland's cultural and historical heritage, including facts from the latest history,
- important anniversaries and jubilees (50th anniversary and their times),
- outstanding characters,
- special events and the achievements of outstanding figures of socio-cultural life that promote Poland on the international arena,
- nature, geographical, scientific and technical, sporting, youth-child and religious themes.
The reported thematic proposals are considered by a special commission appointed by the Poczta Polska Board SA Criteria for assessing the proposed topics define the principles of emission policy of postage stamps, as well as assumptions for philatelic strategy, implemented from a long -term perspective. Each topic is considered in great detail and analyzed in terms of existing editions of stamps and postcards. In its choice, the Commission is guided by the expectations of clients, in particular the philatelic market. The annual emission plan for postage stamps includes 30 - 40 topics. After considering the reported thematic proposals, Poczta Polska submits to the minister competent for communications a list of topics recommended for the issue of the issue for a given year together with justification and a list of all reported topics by January 31 of the preceding year. In the recommendations, we include, in particular, topics related to the anniversaries of momentous events that fall in a given year, and by specifying the number of topics and the number of stamps in each position - is guided by operational needs. Postal stamps are not only philatelic values, but above all they are a form of confirmation of payment of the fee for the service provided by Poczta Polska. The minister defines the emission plan for postal stamps for a given year to March 31 of the preceding year. Poczta Polska implements the issue plan according to the order of introducing topics into circulation. Poczta Polska has exclusive competences in the development and approval of the emission plan for postcards with a printed post fee sign for a given year.
Poczta Polska bears full costs related to the implementation of the emissions of stamps and postcards, among others: purchase of copyright and/or licenses for graphic materials, substantive and legal consultations, printing philatelic values, distribution and sale as well as the production of promotional and advertising materials.
Stamps and postcards are designed by artists who have extensive experience in the implementation of philatelic values, confirmed by numerous prizes of Polish and foreign competitions.
