The Sejm adopted the Act on electronic delivery
The Sejm adopted the Act on electronic delivery. Now the document is still waiting for the signature of the President of the Republic of Poland. Accepting new solutions means that the state-citizen communication will enter a new, digital era. Each citizen from October 1, 2021 will be able to use the convenient e-mail service provided by Poczta Polska. This means that instead of a traditional paper official letter, the letter will be sent in electronic form to an individual electronic service box, which will be cared for by Poczta Polska.
The Act adopted by the Sejm assumes that each of us will be able to decide whether he will want to receive official letters in their current form, or whether he will receive them on his computer, laptop or smartphone. The e-mail service will be not only voluntary, but also free for citizens. Importantly, the e-mail will be legally equal to sending a traditional registered letter with confirmation of receipt or personal delivery.
Poczta Polska will provide e-delay services with the highest cyber security standards, based on the requirements arising from European regulations-EIDAS regulation, ETSI standards. This will be a guarantee for participants in the process that the company as a trusted third party has no access to correspondence transferred as part of e-mails. The e-mail is significantly different from an ordinary e-mail. Poczta Polska will be obliged to ensure the integrity of correspondence. This means that the parcel sent by the sender cannot be violated and changed until it is received by the addressee. In addition, the e-mail service provides unambiguous identification of the sender and acceptance, which also differs from the usual email. The fulfillment of European standards will be confirmed by an external auditor independent of Poczta Polska.
The company will have a special role to play in the case of providing services for people who either do not want to receive correspondence for an electronic service box, or for various reasons do not have access to the Internet. In the case of this group of citizens, the company will perform a hybrid service, which is a kind of bridge between the electronic service service and the service of traditional delivery. An important element of this process is its safety and automation. The printout of the entire pool of digital shipments will be automatic, as is their burial. Specialized devices in the print center will be used for this purpose, which is a separate zone with limited access. A guarantee of security is, among others, the fulfillment of the rigorous ISO 27001 standard.
According to the Act adopted by the Sejm, Poczta Polska will be a designated digital operator until 2025. After this period, the operator will be appointed during a competition. The E-Covers Act enters into force on July 1, 2021, but the first posting of electronic shipments is foreseen from October 1 next year. Public administration will gradually switch to electronic correspondence, e.g. the courts will start sending electronic parcels only from 2029.
